You have to reference following two dll file in your project.

• Microsoft.SharePoint.Client.dll
• Microsoft.SharePoint.Client.Runtime.dll

You can find this file at "C:\Program Files\SharePoint Online Management Shell\Microsoft.Online.SharePoint.PowerShell"
